I haven't received my certificate both electronic or hard copy and no on has returned my emails or phone calls

I ordered an ESA service vest and ID card (as well as ESA letters) on November 27, 2019. I received electronic copies of the letters on November 28, 2019. I have yet to receive hard copies of the letters, the vest, or the ID card. I contacted PDS Center via email on December 27, December 30, and January 3 requesting a status update, which I never received. I called several times on January 3 (about 9:44 am, 4:15 pm) and was told that the office was closed and that I would receive a call back in 24-48 hours. I have not received any response to any emails, nor have I received a return call. PDS Center has not shipped my items, not responded to my requests for a status update, and has retained my $68 for the vest and ID card that I have not received. I am now very concerned that if there is an issue that needs to be verified, that PDS Center will be equally as non-responsive.
