WHy does your Amour perfume come half EMPTY when purchasing brand new and sealed?

I was given their perfume “flower “
I was given their perfume “flower “, but the name is so misleading! It smells more like a hash den. Also (luckily) it doesn’t last very long. Don’t know how much it costs, but it’s not worth it anyway.
